DB(F)M-project National Airport of Zaventem, Belgium

The Participatiemaatschappij Vlaanderen Belgium organized a combined invitation to tender for the DB(F)M-contract for the development of the northern area of the Zaventem Airport, north of Brussels (Belgium) as well the tender to finance this contract. The ultimate goal was to find the best tenders for both the DBM-contract and the F-contract, to enter into a DBFM-contract together with the Participatiemaatschappij Vlaanderen (Holding Company Flanders).

In the framework of the contract preparations for the DB(F)M-project Northern Opening National Airport  Zaventem (Belgium) DHV received the commission to conduct a Technical Due Diligence investigation on the financing of the roads (construction of roads and structural works (bridges)) of the project.

The investigation included the following activities:
 

  • A Technical Due Diligence on the road design and the structural works for the Flemish Government
  • Appraisal (BAFO) the tenders of the Contractors
  • Advising the Flemish Government on the technical aspects to be included in the contract with the financier for the roads works


The Technical Due Diligence investigation involved:
 

  • Answering the technical questions posed by the financial tenderers
  • Analyzing the risks and costs of the building and maintenance
  • Analyzing the best offers
  • The assessment of works specifications
