Contract preparation and requests for tenders

DHV is your partner for contract formulation and documentation that is both legal and administratively appropriate such as the UAV-gc2005. Our specialists take care of requests for tenders, articulate the questions specific to the project in request for tender guidelines and provide advice regarding suitable EMVI criteria.

Contract preparation

We draw up integrated contracts, such as Design Build Finance Maintain (DBFM), Design & Construct (D&C) and Engineering & Construct (E&C) contracts, with a focus on risk and opportunities.

The tender specification, as a component of a contract based on the UAV-gc2005, consists among other things of object and process requirements. The object requirements are functionally specified; DHV uses systems engineering (SE) for this purpose. Requirements are functionally specified in systematic and traceable fashion with SE (DHV also arranges SE courses). 

The process requirements component contains a description of the requirements related to the tasks and responsibilities of the various parties. Quality assurance is documented here. The contract is completed with the basic agreement and the annexes that belong with the tender specifications. We prepare project-specific contracts based on our knowledge with respect to construction processes and substantive technical experience, as well as on our legal knowledge and expertise.

Request for tenders

DHV provides assistance to clients with respect to (complex) tender procedures, both national and European. We have many years experience in all tender procedures that appear in the BAO or ARW2005, from public tenders to competitive dialog.

The tendering process must be undertaken in a transparent and objective manner. DHV guides you carefully through the correct steps whilst advising in the process of establishing and considering the requirements and (quality) criteria requested by the market participant. This is expressed in the selection and/or bidding guideline we have adapted for the project, in which the award criteria and evaluation methodology for arriving at the Economically Most Advantageous Bid  - (Economisch Meest Voordelige Inschrijving - EMVI) are described.

DHV has experience with ‘Award by Value’ (CROW publication 253) and with working with reference price and range (in accordance with the guideline on tendering for integrated contracts). As a sustainable company, we are also happy to advise you on how to incorporate sustainability aspects into the tendering process.
